The Office of Strategic Services (OSS) was a wartime military intelligence agency that operated mainly in the European and Asian Theaters. Training agents in the art of subterfuge, sabotage and propaganda, it is widely considered the predecessor of the Central Intelligence Agency (CIA).
The OSS had a major role in training KMT troops in China and Burma, and recruited Kachin, and other indigenous irregular forces for sabotage as well as guides for Allied forces in Burma fighting the Japanese Army. Among other activities, the OSS helped arm, train and supply resistance movements, including Mao Zedong's Red Army in China in areas occupied by the Japanese during the Second Sino-Japanese War.
The OSS appears in Assassin's Creed: Turbulence as a minor allied faction.
The OSS is the product of an effort to establish an organized military intelligence system for the United States Armed Forces like the MI system developed by the Templars from their study of Assassins' intelligence networks. Franklin Roosevelt, a Templar puppet, had met with members of the Inner Sanctum in 1940, who in turn recommended him the Assassin-turncoat who work with Abstergo in providing research into Assassin intelligence networks, Colonel William J. Donovan.
Donovan was appointed as "Coodinator of Intelligence" in July 1941 and provided Roosevelt with guidelines on establishing a centralized chain of command, underground intelligence networks and accountable agents spread over vast regions, bound by a moral code or principle that would incur severe consequences if failed. The OSS was established by presidential order in 1942.
The organization was largely supported by the British Templars, providing the bulk of agents in the OSS and senior instructors to train new members from Canada, a Commonwealth Territory. This was suspected as a check on US power by the Inner Sanctum.
In 1941, US General Claire Lee Chennault was appointed special liaison to the COI. He was later promoted to field commander of the Chinese division and was in direct charge of the Shanghai mission.
Assassin's Creed: Turbulence Edit
During the beginning of the game, Jonathan was in direct charge of Chennault as part of a rag-tag intelligence force organized from several former "Flying Tigers" pilots under his command that were unable to operate a fighter any more. Suffering eye injury from engine smoke when his P-40 "Kittyhawk" was downed by a Mitsubishi A6M "Zero" in Burma earlier, which resulted in permanently damaged eyesight, Jonathan was deemed unfit for aircraft piloting and was assigned for "ground operations" after a few weeks of rest. He was assigned a series of missions, ranging from bombing the convoy of a high-ranking Japanese officer to stealing information on a secret Japanese expedition.
